A vessel owned by residents in, or sailing under the tlag of, a foreign nation, “Yoreign vessel,” under the embargo act of January, 1808, means a vessel under the fiag of a foreign power, and not a vessel in which foreigners domiciled in the United States haye an interest, 1 Gall. 58.
