Black's Law Dictionary

An exemption from seme laws; a permission to do something forbidden; an allowance to omit something commanded; the canonistic name for a license, Wharton; Baldwin v. Taylor, 166 Pa. 507, 31 Atl. 250; Viele v. Insuranco Co., 26 Iowa, 56, 96 Am. Dec. 83. A relaxation of law for the benefit or advantage ofxan individual. In the United States, no power exists, except in the legislature, to dispense with law; and then it is not so much a dispensation as a change of the law.
