Black's Law Dictionary

A foreign port is properly one exclusively within, the jurisdiction of a foreign nation, hence one without the United States.

King v. Parks, 19 Johns. (N. Y.) 375 ; Bigley v. New York & P. R. S. S. Co. (D. C.) 105 Fed. 74.

But the term is also applied to a port in any state other than the state where the vessel belongs or her owner resides.
