In American law. In some states, formerly, a member of a branch of the legislature, as in Virginia. In some states, a magistrate of a borough corresponding to the mayor of a city, as in Pennsylvania.

In English law. A representative of a borough or town, in parliament; a magistrate of a borough; an inhabitant or freeman of a borough or town; a person duly admitted a member of a municipal the' municipal corporation act, 5 and 6 Will. IV., c. 76, of burgesses in boroughs on which rights were conferred by the act.
