In the Old Eng Uah Law, It seems to have been used of every one not an inhabitant of a city, at least with reference to that city; 1 H. Bla. 213. See Cowell, Foreigne. In the United States, any one who was born in some other country than the United States, and who owes allegiance to some foreign state or country.
