In old English law. A city, properly the inhabitants. Ci Titas London habeat omnes antiquas libertates: the city of London shall have all its ancient liberties.

In the Roman law. Citizenship; one of the three conditions or qualifications of persons; a body of people living under the same laws; a state. Civitates foederatse: towns in alliance with Rome, and considered to be free.
