Civil Officer

Any officer of the United States who holds his appointment under the national government-, whether his duties are executive or judicial, in the highest or lowest departments of the government, with the exception of ofl Bcers of the army and navy. The term occurs in the constitution of the United States (article 2, § 4), which provides that the president, vice president, and civil officers of the United States shall be removed from office on impeachment for, and conviction of, treason, bribery, or other high crimes and misdemeanors.
