The terms “Administrator of FEMA”, “career fire department”, “combination fire department”, and “volunteer fire department” have the meanings given such terms in section 2229(a) of this title.
15 U.S.C. § 2229 — in this section
The term “combination fire department” means a fire department that has—
(A) paid firefighting personnel; and
(B) volunteer firefighting personnel.
