Constitutional provisions are self-executing when it appears they shall take immediate effect, and ancillary legislation is not necessary to the enjoyment of the right thus given, or the enforcement of the duty thus imposed; a provision complete in itself. 265 Mo. 26; 175 S. W. 940; Ann. Cas. 1916 D 6; 54 Colo. 117; 129 Pac. 198. Order. A self-executing order is one requiring no ministerial act to become effective. 164 Iowa 417.
