An agreement; a contract between parties, which creates obligations and rights capable of being enforced, and contemplated as such between the parties, in their distinct and independent characters. Story, Const, bk.

The parties may be nations, states, or individuals, but it is commonly applied to the former, and in this sense is a broader term than "treaty."
