The Cyclopedic Law Dictionary
A name given to a legislative practice of obtaining the passage of several measures by a combination of minorities. The original method was to embody the different measures in a single bill, and pass the same by a united vote of the minorities favoring each. This practice is now rendered impossible by constitutional provision in most of the states, that no bill shall embrace more than one subject. The term is now applied to the practice of agreement by minorities favoring several bills to vote for all.
