A person born within the jurisdiction of the United States, whether after Declaration of Independence or before, if he did not withdraw before the adoption of the constitution; or the child of a citizen born abroad, if his parents have ever resided here; or the child of an alien bom abroad, if he be in the country at the time his father is naturalized. 8 Paige, Ch.
