The Cyclopedic Law Dictionary
Waste suffered by omission of care, not by actual depredation; the mere neglect or omission to do what will prevent injury, as, to suffer a house to go to decay for want of repairs; and voluntary waste consists in the commission of destructive acts, as, pulling down a house, or plowing up a flower garden.
