— CONSTITUTIONAL provisions. Constitutional provisions are self-executing when it appears they shall take immediate effect, and ancillary legislation is not necessary to the enjoyment of the right thus given, or the enforcement of the duty thus imposed; a provision complete in itself. 265 Mo. 26; 175 S.
