Congress meant by 'expiration date' in §8(d)(1) to encompass both situations [termination and modification], and the same phrase in §8(d)(4) must carry the same meaning. The term 'expiration date' as used in section 8(d)(4) has a two-fold meaning; it connotes not only the terminal date of a bargaining contract, but also an agreed date in the course of its existence when the parties can effect changes in its provisions.
