transactions initiated, controlled, and financed by the American Government are not 'export trade' within the meaning of the Webb-Pomerene Act merely because a foreign government is the nominal purchaser; where the burden of noncompetitive pricing falls not on any foreign purchaser but on the American taxpayer, and where in all relevant aspects the transactions are American rather than foreign, they fall outside the Act's exemption.
