To rent for a certain term. The collection of the revenue among the Romans was farmed out to persons called puhlicani. The same system existed in E'rance before the revolution of 1789; and in England the excise taxes were farmed out, and thereby their evils were greatly aggravated. The farming of the excise was abolished in Scotland by the union, having been before that time abandoned in England. In all these cases the custom gave rise to great abuse and oppression of the people, and in France most of the farmers-general, as they were called, perished on the scaffold. Charter authority to a railroad company to farm out the right of transportation authorizes a lease of the road; Hill v. R. Co., 143 N. C. 639, 55 S. E. 854, 9 L. R. A. (N. S.) 606.
