any department, agency, or governmental body of the United States, including any instrumentality wholly or partially owned by the United States, employing individuals in Federal civilian service.

5 U.S.C. § 1501 — in this section

“Federal agency” means an Executive agency or other agency of the United States, but does not include a member bank of the Federal Reserve System; and
