The term “foreign fishing” means fishing by a vessel other than a vessel of the United States.

Oil, manufactured from whales caught by the crew of an American vessel, is not the product of foreign fishing within the purview of the revenue' laws of the United States, though it has since been owned and brought into port by persons in the foreign service.
