These provisions of the Constitution and federal statutes do not deal with arrest in advance of a requisition. They do not limit the power of a state to arrest, within its borders, a citizen of another state for a crime committed elsewhere; nor do they prescribe the manner in which such arrest may be made. These are matters left wholly to the individual states.
