Relating or belonging to, or obtaining among, the people. Popular action: an action for a statutory penalty or forfeiture, given to any person who will sue for it; an action given to the people in general. Popular sense: applied to words in a statute, the sense in which they are understood by persons convei-sant with the subject-matter.
