an employee representation committee or plan which exists for the purpose, in whole or in part, of dealing with employers concerning grievances, labor disputes, wages, rates of pay, hours of employment, or conditions of work constitutes a 'labor organization' within the meaning of § 2(5). Whether proposals and requests by such committees, and management's consideration of and action upon them, do or do not constitute 'the usual concept of collective bargaining,' those activities establish that the Committees were 'dealing with' respondents within the meaning of § 2(5).
