The term “land use plan” means—
(A) a land use plan prepared by the Secretary pursuant to section 1712 of title 43; and
(B) a land management plan prepared by the Forest Service for a unit of the National Forest Service pursuant to section 1604 of this title.

(A) for public land, a land use plan established under the Federal Land Policy and Management Act of 1976 (43 U.S.C. 1701 et seq.); and
(B) for National Forest System land, a land management plan approved, amended, or revised under section 1604 of title 16.
