Improvements made in a particular locality, by which the real estate in that locality is specially benefited.' Cooley, Tax'n, 109, 177, 419. The question whether an improvement is local depends not on whether it is of use to the general public, but on the special benefit which will result to the real property adjoining or near the locality in which it is made. 22 Minn. 507.
