Deportability on the ground of Communist Party membership requires more than the mere voluntary listing of a person's name on Party rolls; the alien must have had a 'meaningful association' with the Communist Party, with awareness that he was joining an organization known as the Communist Party which operates as a distinct and active political organization. From the testimony of the government witnesses, the dominating impulse to petitioner's affiliation with the Communist Party may well have been wholly devoid of any 'political' implications.
