A pass issued by the admiralty of Great Britain under various treaties with the Barbary States in the eighteenth century. They were granted to British built ships and were respected by the Barbary pirates. See 2 Halleck, Int. L,, Baker’s ed. 100. They were also Issued by the United States. The term is still retained in R. S. § 4191 (act of Mar. 2, 1803).
