The moderate speed of a steam vessel is such as will permit the steamer reasonably and effectually to avoid a collision by slackening speed, or by stopping and reversing within the distance at which an approaching vessel can be seen. The City of New York, 35 Fed. 609; The Allianca, 39 Fed. 480. Five knots is a moderate speed for a sailing vessel; 46 L. T. N. s. 840.
