The act of March 3, 1S99, to reorganize and increase the efficiency of the navy and marine corps. It transferred engineer officers to the line and fixed their corresponding rank. It put officers of corresponding rank in the army and navy on the same general footing with respect to their general pay. See U. S. v. Thomas, 105 U. S. 418, 25 Sup. Ct. 102, 49 L. Ed. 259.
