Periodical Publications

This term in the post office act of March 3, 1879, as used in its obvious and actual sense, denotes the generally understood class of publications commonly called by the name of periodicals. Houghton v. Payne, 194 U. S. 88, 24 Sup. Ct 590, 48 L. Ed. 888. A periodical, in the postal laws, implies that no single number of a series is a complete book in itself; Smith v. Hitchcock, 226 U.
