Burrill explains that the original meaning of this Latin word was to make the public proposal of a law known, in order that every one might be able to take it into consideration, before it was voted upon in the comitia (1 Mackeld. Civ. Law, 3, § 5.), but that by the time of Justinian,it had acquired the sense of to publish or make known a law, after its enactment {Proxm. Inst. § 1); in which meaning it has continued to be used in the civil law.
