Is to collect revenue, not necessarily to increase the amount; Perry Co. v. R. Co., 58 Ala. 546. Authority to raise money for prosecuting and defending suits only authorizes raising money by taxation and not by borrowing; Wells v. Salina, 119 N. Y. 280, 23 N. E. S70, 7 L. R. A. 759.
