This term, in Mass. Stat. 186.3, ch. 38, confirming acts of towns in agreeing to pay "bounties and recruiting expenses" for soldiers already furnished by them, can only be applied to costs and charges which had been incurred in procuring or enlisting troops for future service, and could have no reference to expenditures for or on account of those who had previously enlisted and were already in the army.
