The law of Louisiana requires a mortgage to be periodically reinscribed in order to preserve its priority, though suit be pending to foreclose; Watson v. Bondurant, 30 La. Ann. 1. When ten years have elapsed from the date of inscription without reinscription the mortgage is without effect as to all persons whatsoever who are not parties to it; Adams v. Daunis, 29 La. Ann. 315.
