When' the President is authorized by law to reinstate a discharged army officer, as by act of March 3, 1879 (20 St. L. 484), he may do so without the advice and consent of the Senate; and the right of such officer to pay for the period he was out of the service depends upon the will of Congress as expressed in the enactment.^
