I. A commission to take testimony. Dedimus et concessimus: we have given and granted. Dedimus potestatem was an old Enghsh writ, issuing out of Chancery, empowering the persons named in it to perform certain judicial or ministerial acts; as to make an attorney, take oaths, take the acknowledgment of a fine, etc.
