Where the state has caused a fund to be created in pursuance of its policy, and has appointed officers having power to liquidate deposits or other indebtedness and to levy assessments to make up any deficiency, the state is a necessary party in a suit against those officers, because of its interest that the fund shall be administered by the officers it has appointed rather than by judicial tribunals.
