Territorial legislative power

Subject to the general scheme of local government defined by the organic act, and the special provisions it contains, and subject also to the right of Congress to revise, alter, and revoke at its discretion, the local legislature has generally been intrusted with the enactment of the entire system of municipal law. 'Rightful subjects' of legislation, except as otherwise provided, included all those subjects upon which legislatures had been accustomed to act.
