38 U.S.C. § 1725 — for purposes of this section
The term “third party” means any of the following:
(A) A Federal entity.
(B) A State or political subdivision of a State.
(C) An employer or an employer's insurance carrier.
(D) An automobile accident reparations insurance carrier.
(E) A person or entity obligated to provide, or to pay the expenses of, health services under a health-plan contract.

The term “third party” means—
(A) a State or political subdivision of a State;
(B) an employer or an employer's insurance carrier;
(C) an automobile accident reparations insurance carrier; or
(D) a person obligated to provide, or to pay the expenses of, health services under a health-plan contract.

the term “third party” means any person who may institute a claim against a user for death, bodily injury or loss of or damage to property.
