In this section, the term “covered country” means, with respect to a country hosting an international athletic competition in which individuals representing the United States may participate, any of the following:
(1) Any Communist country specified in subsection (f) of section 2370 of this title.
(2) Any country ranked as a Tier 3 country in the most recent Department of State’s annual Trafficking in Persons Report.
(3) Any other country the Secretary of State determines presents serious human rights concerns for the purpose of informing such individuals.
(4) Any country the Secretary of State, in consultation with other cabinet officials as appropriate, determines presents a serious counterintelligence risk.

In this subsection, the term "covered country" means any country that—
(A) the Secretary of the Treasury designates as a covered country in a report to the Committee on Financial Services of the House of Representatives and the Committee on Banking, Housing, and Urban Development of the Senate;
(B) is not a participant in the Arrangement on Officially Supported Export Credits of the Organization for Economic Cooperation and Development (in this subsection referred to as the "Arrangement"); and
(C) is not in substantial compliance with the financial terms and conditions of the Arrangement.

The term "covered country" means—
(A) China;
(B) Iran;
(C) North Korea;
(D) Russia; and
(E) any other foreign country—
(i) from which the Director of National Intelligence determines a biological threat emanates; or
(ii) that the Director determines has a known history of, or has been assessed as having conditions present for, infectious disease outbreaks or epidemics.
