covered reef manager
Defined in 3 places of the United States Code.
The term “covered reef manager” means—
(A) a management unit of a covered State with jurisdiction over a coral reef ecosystem;
(B) a covered State; or
(C) a coral reef stewardship partnership under section 6405 of this title.
