international agreement

“international agreement” means a comprehensive agreement concluded through negotiations at the Third United Nations Conference on the Law of the Sea, relating to (among other matters) the exploration for and commercial recovery of hard mineral resources and the establishment of an international regime for the regulation thereof;

The term “international agreement” includes—

(A) any treaty that requires the advice and consent of the Senate, pursuant to article II of the Constitution of the United States; and

(B) any other international agreement to which the United States is a party and that is not subject to the advice and consent of the Senate.
