qualified veteran

The term "qualified veteran" means a preliminarily qualified offender who—
(i) served on active duty in any branch of the Armed Forces, including the National Guard or Reserves; and
(ii) was discharged or released from such service under conditions other than dishonorable, unless the reason for the dishonorable discharge was attributable to a substance abuse disorder.

For purposes of this section, the term “qualified veteran” means a veteran who has a service-connected disability, or service-connected disabilities, not rated as total but who has been awarded a rating of total disability by reason of inability to secure or follow a substantially gainful occupation as a result of such disability or disabilities.

For purposes of this subsection, the term “qualified veteran” means—
(A) in the case of the States of Alaska, Oregon, and Wisconsin, any veteran—
(i) who served on active duty, and
(ii) who applied for the financing before the date 25 years after the last date on which such veteran left active service, and
(B) in the case of any other State, any veteran—
(i) who served on active duty at some time before January 1, 1977, and
(ii) who applied for the financing before the later of—
(I) the date 30 years after the last date on which such veteran left active service, or
(II) January 31, 1985.
