Findings and intent of the people of the State of Alaska

(a) The people of the State of Alaska find that the presence of billboards visible from Alaska's highways endangers Alaska's uniqueness and its scenic beauty.

(b) It is the intent of the people of the State of Alaska that Alaska shall forever remain free of billboards.
