In AS 28.15.221 — 28.15.261, (1) “licensee” includes an applicant for a new driver's license if the applicant's license was revoked under AS 28.15.221 — 28.15.261;
(2) “traffic laws” means statutes, regulations, and municipal ordinances governing the driving or movement of vehicles.
