An agreement under AS 39.60.050(a) for a municipality to participate in the fund must require that the municipality (1) contribute to the fund as determined by the commissioner under AS 39.60.050(a);
(2) is current with contributions required under this section; and
(3) complies with applicable regulations adopted by the commissioner.
