A fire suppression fund is established in the state treasury for the use of the department. The fund shall be used for actual expenses incurred in the suppression of fires. The fund may not be used (1) for capital expenditures; or
(2) to fund nonemergency activities of emergency firefighting personnel under AS 41.15.030.
