The department shall determine the eligibility of families for child care benefits on the basis of the following factors: (1) income of the family including salary, alimony, child support, retirement benefits, social security, and any other source of income;
(2) number of children in the family;
(3) whether there is one parent or guardian solely responsible for the care of the family.
