The department shall ensure that (1) a patient is not discharged from a treatment facility without suitable clothing; and
(2) a discharged indigent patient is furnished (A) suitable transportation to the patient's permanent residence in this state or to another suitable place at the discretion of the department; and
(B) a reasonable amount of money to meet the patient's immediate needs.
