The purpose of the center is to promote the community that the center serves through funding of programs in all of the following areas:

(2) Economic development.
(3) Neighborhood revitalization.
(4) Infrastructure.
(5) Health care.
(6) Job training.
(7) Education.
(8) Crime prevention.
(9) Community planning.
(10) Recreation.
(11) Day care.
