Ala. Code § 37-18-4

Nothing in this chapter shall be deemed to affect the rules of the Alabama Public Service Commission adopted in accordance with its powers under this title. This section does not limit or restrict the power or authority of a utility to take action pursuant to any rules of the commission or the practices established under the rules.
